Owl's Eye

He's a manager for the Übermensch Union. By utilizing his claws, Owl's Eye can emit blades of hyper-velocity air, which can effortlessly slice through incredibly tough substances, such as concrete and steel, with ease. Although Owl's Eye's ability is based around slashing, the key to his ability itself is his own amazing eyesight (hence why he's nicknamed "Owl's Eye"), which enables him to focus his cuts on a specific target. Distance seems to be irrelevant as his field of vision is both wide and accurate; however, any obstruction to his vision can alter the trajectory of his attacks.

Sometime before the events of Area D, Owl's Eye worked in Laboratory 12, where he performed various human experiments, such as how to change a regular human into an Altered. Owl's Eye is artificially altered with implanted fake memories made by Ango Agatha. After the experiment, he got a barcode and was placed into the first housing district.
