He rules over the country and is the commander's older brother. His ancestor made a contract with a dragon deity, to receive protection and long life in exchange for an unspecified reward. After hearing that the dragon wishes to have the commander in exchange for continuing to provide them protection, the Emperor begrudgingly agrees to it.
