Shui Tachibana

Shui is a 2nd lieutenant of NOA who takes Atsuma under his wing. He's childhood friends with Aika, though she doesn't remember him. An adept cook that likes to take care of others, his voice holds a strange attraction for both Atsuma and Sumire. He has promised to follow Atsuma to help him stop Utsuho.
