An ex-serial killer, now national executioner. Koumori Kuroko loves cute girls, sex, and annihilating her targets. She is now a hired assassin by the Japanese police force, who took her on as she could be reasoned with and could stop criminals the police would have a hard time understanding or subduing. Some members of the police force are wary of this, as she had a record of murdering 715 people before she was caught. As a precautionary measure, the police assigned Hinako Tozakura to keep her in line.
She has a girlfriend but actively flirts and sleeps with other women, sometimes using dating sites.

Throughout the series, she accumulates a harem made up of various girls she bested in combat or befriended throughout the story, many of which come to live in her apartment building. She also sleeps with various women she encounters while working on cases, and flirts with most girls she meets. Her girlfriend, Chiyo, is initially wary of this and very jealous of Kuroko. Throughout the series, both characters develop, and Kuroko becomes increasingly committed to Chiyo. Chiyo knows Kuroko values her most, and says that Kuroko's polyamorous lifestyle is simply another part of her she's come to love. However, their relationship still has issues, and Kuroko is far from a loyal partner.
