Santa Claus of Germany is a retired devil hunter from Germany called back into duty. He is considered the biggest threat out of the four by Makima.

He is eventually revealed to be one of the perfect dolls of the real Santa Claus, who remained residing in the Soviet Union to train Tolka to become another perfect doll.
