Imu is an extremely high-ranking individual in the World Government and the actual holder of the Empty Throne whom even the Five Elders bow down to. However, Imu's existence is a secret to the rest of the world.

His full name is Nerona Imu. One of the First Twenty responsible for the creation of the World Government and the only alive today, his status has been kept an absolute secret from the world at large for over 800 years since the Void Century.
With the ambition of finally bringing the Great War to a decisive conclusion, Imu directed his subordinates the Five Elders to produce Dr. Vegapunk's invention, the Mother Flame, and ordered God's Knights to annex Elbaph in an invasion that he eventually personally participated in.
